RuskiReklama ("Platform", "we", "us" or "our") is a classifieds and community portal serving Russian-speaking and multilingual populations in Turkey. We respect your privacy and comply with Turkey's Personal Data Protection Law (KVKK, Law No. 6698) and applicable international standards (e.g., GDPR) where applicable. This Privacy Policy explains how we collect, use, store, and share your personal data and describes your legal rights.

Information We Collect

We collect personal data that you provide directly or that we collect when you use our services. This includes:

Registration and Profile Data: Name, email, phone number, password, social login identifiers, profile photo, and other contact or account information you provide.
User Content: Listings, messages, comments, reviews, images, or other content you post on the Platform.
Technical Data: IP address, device and browser information, operating system, device identifiers, and mobile carrier.
Location Data: Precise or approximate geographic location data from your device (if you permit) or location derived from your IP address.
Usage Data: Your actions on the site (search queries, listing views, clicks, page visits, time on page), forum or chat activity, and other interaction metrics.
Transactional Data: If you make payments or transactions, we may collect billing address and payment confirmation details (we do not process raw credit card data).
Other Data: Other information you choose to provide (e.g., communication preferences, survey responses).

Information collected automatically or from third parties (e.g., social logins) is considered personal data if it relates to an identifiable person. We combine data from different sources to operate and improve the Platform.

How We Use Your Data

We use your personal data only for specified, explicit purposes and in ways compatible with those purposes. Specifically, we process your data to:

Deliver and improve our services. We use your data to enable you to register, log in, post listings, search and view listings, and use all Platform features. This includes verifying your account, communicating with you about your account or listings, and fulfilling service requests.
Communicate with you. We may send service announcements, security alerts, account notifications, and administrative messages. With your consent, we also send newsletters, marketing emails, or promotional offers about our services. You can withdraw marketing consent at any time.
Moderation and Security. We review content and user activity to enforce our rules and prevent fraud, spam, abuse, or illegal activity. This may include automated checks (e.g., detecting suspicious logins or duplicate listings) and manual review. These activities are necessary to maintain a safe and functional community.
Personalization and Analytics. We analyze usage data to understand how the Platform is used and improve features, design, and performance. We may use your data to personalize content, listings, or ads based on your interests. This may include automated profiling or analytics under legal conditions.
Legal Compliance. We process data as required to comply with legal obligations (e.g., tax, accounting, or law enforcement requests) or protect vital interests (e.g., in emergencies).

Each processing purpose is notified to you (e.g., during registration or on information pages). Each purpose relies on appropriate legal grounds such as explicit consent (e.g., for marketing), contract performance (e.g., to provide our service), legitimate interests (e.g., preventing fraud, improving our service), or legal obligations.

Legal Basis for Processing

Under KVKK, there must be a legal "condition" (ground) for each processing activity. Our primary legal bases include:

Explicit consent. For processings not strictly necessary for the service (e.g., sending marketing newsletters or optionally collecting precise location), we will obtain your explicit consent and allow you to withdraw it at any time.
Contractual necessity. We process your data to fulfill our contractual obligations (e.g., to create your account, provide requested Platform features, or facilitate transactions).
Legitimate interests. Where applicable, we rely on our legitimate interest to operate and improve the Platform (such as securing the service, preventing abuse, or analyzing usage), as long as these activities do not override your rights and freedoms.
Legal obligations. We may process data as required by law (e.g., financial record keeping or regulatory obligations).

We only collect data necessary for each purpose and request your consent when required. In all cases, we inform you of the purpose and legal basis during or before data collection.

Data Sharing and Disclosure

We do not sell your personal information. We only share data as described below and only to the extent necessary:

Service Providers. We may share your data with trusted third-party service providers who perform functions on our behalf (e.g., cloud hosting, analytics, email delivery, payment processing, security, or content moderation). Business Transfers. If RuskiReklama is involved in a merger, acquisition, reorganization, or asset sale, your data may be transferred as part of that transaction, but only under privacy obligations.

All sharing of personal data is done in accordance with our privacy obligations. Personal data processed on our behalf is subject to KVKK security obligations (we are jointly responsible for data processed by our contractors). We limit data sharing to what is necessary and notify you of other disclosures as required by law.

International Data Transfers

Our servers and service providers may be located in Turkey or abroad. KVKK restricts transfers of personal data outside Turkey. Personal data may be transferred abroad if one of the legal conditions is met. For example, if Turkey's Data Protection Board has issued an adequacy decision for a destination country, or if we use approved safeguards (e.g., legally required Standard Contractual Clauses). If there is no adequacy decision, we may only transfer data with explicit consent or under limited exceptions (e.g., necessity for contractual performance) and with appropriate safeguards. In all cases, cross-border transfers are made in accordance with applicable law to ensure your data protection continues.

Data Retention

We retain your personal data only for as long as necessary for the purposes described above, unless a longer retention period is required or permitted by law. Generally, when the processing purpose ends (e.g., if you delete your account or our services are discontinued), we will delete, destroy, or anonymize your data in accordance with Article 7 of KVKK. For example, records required for legal compliance (such as transaction records) may be kept for a statutory period, then securely deleted.

Your Rights

Under Article 11 of KVKK, you have the following rights regarding your personal data:

Access and Information. You may request confirmation of whether we process your personal data and request details about processing (purposes, data categories, recipients, retention period, etc.).
Correction (Rectification). You may request that we correct or complete incomplete or incorrect data about you.
Deletion (Destruction). You may request deletion or destruction of your personal data when it is no longer necessary for the original purpose or if processing is unlawful, unless the law requires otherwise.
Notification. You may request that we notify third parties of corrections or deletions of your data.
Objection and Restriction. You may object to certain processings (e.g., profiling for automated decisions) or request restriction of processing under conditions specified by law.
Consent Withdrawal. When you have given consent for processing, you may withdraw that consent at any time without affecting the lawfulness of prior processing.
Complaint. If you believe your rights have been violated, you have the right to file a complaint with Turkey's Data Protection Authority.

To exercise any right, please contact us in writing (e.g., via our website form or email). Under KVKK, we will respond free of charge and without undue delay, usually within 30 days. If we need more time, we will notify you of the extension and reasons.

Not: Note: Turkish law (KVKK) does not currently include a right to data portability as in GDPR, but we will fulfill equivalent requests where possible. All rights are subject to legal limitations (e.g., we may reject requests that conflict with legal obligations or the rights of others).

Data Security

We implement appropriate technical and organizational security measures to protect your personal data against unauthorized access, use, alteration, or disclosure. These measures include, where applicable, data encryption, secure password storage, firewalls, attack detection, and regular security audits. Access to personal data is limited to authorized personnel and service providers who need it to perform their jobs. All personnel and providers are trained in privacy and data protection. If a data breach occurs, we will comply with legal requirements (notifying authorities and affected individuals as required).

Cookies and Tracking
